Subscribers do not reduce consumption when quality degrades. They churn. Demand is inelastic to price within the loyalty window.
The intervention window — the period between first degradation and churn decision — is the operator's only actionable asset.
The Mechanism
Unlike most markets, telecom subscribers cannot easily reduce their network usage when quality drops. They need connectivity. When quality falls below tolerance, they do not consume less — they leave. The loyalty window varies by segment: enterprise contracts extend it, consumer prepaid compresses it to days. Whoever can identify the high-ARPU subscriber in that window can intervene.
At L4 — Autonomous Networks
At L4, the network identifies individual subscriber degradation in real time and triggers personalised intervention — proactive compensation, priority routing, or case management — before the subscriber is aware a problem occurred.
